To get this OTP while staying in Saudi Arabia:

 * **Cost:** Most Indian telecom operators allow you to receive incoming SMS texts abroad **completely free of cost**, provided the SIM card is active on a basic minimum plan. You do not necessarily need an expensive international roaming pack just to receive an OTP.

### Scenario 2: Registering as an Overseas Elector (NRI Status)

The official ECI Voters' Service Portal (voters.eci.gov.in) has a specific sign-up option for **"Indian Overseas Elector"**.

 * If you log in or sign up under the Overseas Elector tab, the portal allows you to input **international mobile numbers** (including Saudi Arabian numbers starting with +966) and international email addresses.

 * In this category, OTPs are successfully dispatched to international formats to facilitate non-resident updates, tracking, or new registrations (via Form 6A).

### Key Troubleshooting Tips

If you are currently trying to get an OTP and facing issues, keep the following in mind:

 * **Aadhaar Verification:** If a process requires Aadhaar-based OTP verification (like authenticating a form), that OTP will go to the mobile number linked specifically to your **Aadhaar card**, which behaves under standard Indian UIDAI SMS gateways. Ensure that SIM card is active and roaming.

 * **Network Delays:** International SMS routing can occasionally face latency. If the OTP doesn't arrive on the first attempt, try requesting it during off-peak Indian standard hours or check if your local Saudi network (STC, Mobily, Zain) is temporarily blocking cross-border business short-codes.

Steps for citizens (Hindi): BLO ke aane ka wait mat kijiye; khud contact kariye. ke NVSP portal par jaakar details check/update kijiye. Documents ready rakhiye: Aadhaar, ID aur address proof.
